Hello! I am a WV cosplayer and really i have not been able to afford a full Zentai suit, however I did invest in a Zentai hood and just sewed the eyes on my eyebrows, although you could paint the eyes on too.
I would recommend getting a medium or a large if your head/neck is really big. I got a small but i am a small person and it was a bit tight.
With the hood, fabric, and tights(for arms and legs) the total of the costume came out to about 20-25$USD. It was a very cheap cosplay but i think it came out alright.

Alright, let’s start with the wrap.
Start with a cone shape covered in fa8ric. Fun-foam is a good 8ase. Add a few 8ands onto the sides for details.
Adding 2 thick stripes up top as a canted angle. Again, 8ack with fun-foam. Put a few stitches where the the edge of the cone and the underside of the two 8ands meet.
Add the front-mask, which is at least 4 8ands stitched together and tucked underneath the 8ack edge of the cone.
Last, attach some stripes around your neck and to your shirt/zentai-suit to fill in the gap 8etween the 8ottom of the hood and the top of the “poncho”.
Once you have everything the way you want it on the red and blue parts, mark where you want the green part to fit, take off your cone and replace the green. Stitch everything together, and then cut up the 8ack to make a space to add a zipper. Add a zipper/velcro to the top of your extra neck-stripes as well.
If you want to do makeup you can, but I suggest finding a hood to put over your head. If your funds will allow it I would just invest in a full Zentai suit to make your life easier, like this WV cosplayer did. I used to know someone who sold just the zentai face mask but sadly they got shut down so i’m not sure where to find one now.
If you do choose to do makeup though just make sure it’s sealed properly!

I saw someone on deviantart who used foam as the base of the WV head and then attached strips of fabric to it.
I think that may work better than metal wire, since it’d be a lot more comfortable!

Well first I suggest getting a zentai suit, that way your face, arms and legs will all be black, and you can just paint on his eyes. That takes care of the actual face. As for the shape of his hood, I think constructing a sort of wire base to go around your head would be a good idea. Taking wire and forming the shape, then either covering it in a single cloth painted to look like it’s strips of brown cloth wrapped together or actual strips of brown cloth, seems like the best way to go.
Using a strip of cloth and wrapping it around you looks more authentic, but if you don’t sew them together at some point it may fall apart. It depends on what you want to do for the rest of your costume. Whatever you decide works best for your body, carry that over to the hood of your head. Either way, wire will be your best bet in making that odd shape.
